It's a film about the RAF in the battle of Britain without any significant aerial scenes, with the Luftwaffe bombers actually represented with an illustration.
I think budgetary constraints probably the reason rather than aesthetic judgement.
The plot about a pilot who makes an error landing a plane isn't very enthralling.
