Sly is a specialist, a specialist at the boom boom stuff. James Woods is a specialist too, but he's got no code. Luckily though, unlike Sly, James has got the ability to act, so he manages to pull Sly through the dialogues of the film, which act as pauses to break the ice while we wait for the next explosion.
The problem with this is the same problem as with every other Sly film, which is that Sly doesn't really come across as someone able to carefully lay out demolition charges, or someone able to be heavyweight champion of the world, or someone able to fly a helicopter. He might be able to win arm wrestling contests though, so."Over the Top" seems like quite a good fit for Sly's persona.
The plot of the film is contrived and silly, and Sharon Stone is her usual unconvincing self, but I suppose this is all just an excuse for some good explosions and other banging.
